What to consider when shipping to Belgium?
- Bilingualism: Flemish customers expect Dutch, Walloon customers expect French. Ensure your checkout, tracking emails and return instructions are available in both languages. Brussels is officially bilingual.
- No customs, but Belgian regulations apply: Belgium is an EU member state, so no customs formalities. However, specific Belgian rules around packaging waste (Fost Plus) apply if you are established in Belgium or place products on the Belgian market.
- Saturday delivery: bpost and DPD deliver in Belgium on Saturdays to residential addresses.
- Apartments and intercom systems: Belgian cities have many apartment buildings. Not all carriers ring the bell or deliver to upper floors. bpost has the most experience here.
- Remote area surcharges: there are hardly any remote area surcharges in Belgium due to the compact geography.
- Volumetric weight for express: UPS, FedEx and DHL Express invoice the higher of actual or volumetric weight.
No customs, same market
Belgium is part of the EU single market and the Benelux. This means: no customs forms, no import duties and no VAT collection at the border. Your Belgian customer pays the Dutch VAT rate (up to the OSS threshold).
For Dutch webshops shipping to Belgium, there is no mandatory packaging registration as long as you are not established in Belgium and stay below the exemption threshold. If you scale up, registration with Fost Plus may become mandatory.
Belgian delivery law: at least two delivery methods required
Since 31 March 2024, all webshops delivering to Belgian consumers must offer at least two different delivery methods (Art. VI.45/2 Belgian Code of Economic Law). Two carriers both offering only home delivery does not count: it must be two different delivery methods, for example home delivery and pickup point.
The law applies to every webshop delivering to Belgium, including international sellers. Non-compliance risks fines up to €10,000 or 4% of annual turnover. The consumer is also not bound by the online contract.
Exceptions: webshops less than three years old, businesses offering only in-store pickup, and products where objectively only one delivery method is possible (e.g. furniture requiring installation).
